Dear Professor XXXXXX

Mr. Dweikat forwarded your "academic complaints" to me and I feel that
I
must inform the WSEAS Editors and our important WSEAS Advisors.

You are not the unique that you make "academic complaints" about how
diificult is to publish in a WSEAS Journal.
As you can see: http://www.worldses.org/journals/index.html
about 67% of the academic community says that the difficulty to
publish a
paper in WSEAS Transactions is VERY HIGH.
Everyday, we receive "academic complaints" about how difficult is to
publish in the WSEAS Journals .

In my opinion, these are not complaints, but on the contrary, they
simply
confirm that our Reviewers follow our Instructions faithfully and our
systems work with
high reliability.

We would like to remind you that your paper has been rejected from the
Reviewers. You have received the comments.
Only papers that have 3 YES (3 positive Reviews) are published in the
WSEAS
Journals
We do not have any reason to reject or accept papers.

Simly, we apply this rule: 3 YES==> Acceptance, 2 YES and 1 NO ==>
Rejection

The WSEAS Transactions have acceptance rate: 10%
That means for every 10 papers, 1 is accepted and 9 are rejected

WSEAS congratulates all people that helped us to increase the
Scientific
Impact of the WSEAS Journals.

This is the policy of WSEAS because we need to have Top of the Top
journals.
About the Delay of the Reviewers: We know that some times the
reviewers
do not reply on time , but this is, for us, the only way that can
gurantee
security for the WSEAS Journals.
Security means: that the strict Review Process is the unique that
can gurantee that WSEAS cannot publish some bad paper or work that it
is not
novel and original

It is better for us, of course, to lose a good paper than to publish
some
bad paper. It is conservative measure, but WSEAS Journals are very
prestigious all over
the world and we must maintain this prestige and increase it.

Really, maybe, the reviewers were very strict themselves and would
like to
give priority to other papers that, in their opinion, were better .
So, we cannot accept your paper

Inspite of this unlucky fact, we would like to thank you very much and
encourage you to continue sending papers in the WSEAS Conferences and
Journals.

Also the WSEAS Journals have SJR factor now and we have started now
the FREE and OPEN Publication of the PDF of the accepted papers on the
Web. No subcription is necessary.

The PDF files of the WSEAS Journals are PERMANANTLY OPEN
for the Scientific Community, so the WSEAS must be 2 or 3 times
careful
and our reviewers and the coordinators of the reviewers extremely
careful.

Example of OPEN PDFs

Simultaneously, the Journals will be published in HARD COPY.
